I just returned from a trip last week and we spotted the "neon wheelchair" again! I had posted a "Where's the neon man?" thread on here about a year ago because he had seemingly disappeared for a while. I was glad to see he is still lurking the parks! He's just one of those familiar things you see and remember. We noticed him a lot in earlier trips.
If you frequent Epcot a lot you might have noticed him. He has a wheelchair that's lined with neon lights. I noticed he has upgraded it as well with a lot more neon since last time I seen him. For some reason we always see him from a distance. If I ever get the chance I'm going to stop and talk to him.
