does the lighting time mean that's when the characters are out?

No, Chip & Dale come out at the top of the hour. The wood is barely hot after lighting and people are trying to roast their marshmallows right away, though.

Nope.

At 8pm the Cast Member leading the singalong (sometimes Cowboy Anthony) walks up the middle from the rear, introduces himself, gets up on the Medicine Wagon stage, and leads an opening number or two. Then he introduces Chip & Dale who come down to crushing applause and take the stage with him for introductions, stand-up jokes, and ground rules.

Then as Cowboy Anthony takes us through a number of songs, Chip & Dale split the crowd, one taking one side of the collective and the other the other side. They have Cast Member handlers helping and they circulate their side to the rear signing autographs, posing for pictures, or high fiving guests. When they reach the back, they come back on stage and Cowboy Anthony sends them back out the rear to more crushing applause. They are gone before the Singalong is over.

The closing is usually the Mickey Mouse Club song (M-I-C, K-E-Y (why, because we like you) M-O-U-S-E). Then Anthony leaves, they douse the lights, and prep for the movie (sometimes an opening cartoon).

I have gotten my picture with both Chip & Dale by being near the front of one section then, after getting that picture, hustling around to the back bleachers of the other side and wait for the other chipmunk to work their way back there. It's a classic memory for me starting from 1980.
