Bob, probably because if it is said on the board then someone would get mad for being publicly humiliated. No win situation for the mods.

I went the board guideline:

I understand the board guidelines...but if you are trying to PM a person, and you can't because their PM box is full and you can't e-mail them because that person has chosen to keep their e-mail private, how else are you to notify them that their box is full?

The only way I know of is to start a thread asking that DISer to "please clean it out." No?
