according to birnbaums (unless i read wrong) the time after TG until a week before christmas is a good time to go because of the decorations but more importantly they claim everything is open. there are no refurbs and the shows etc are in full schedule these weeks. i would assume some attractions would be down.
 
For the most part everything will be up and going. There are some long term refurbs (Star Tours, Roger Rabbit, Mulholland Madness) and probably a short one or two that may fall in between those dates. I'd look at the DLR website calendar to see what will be closed for your specific dates.
 
Also, please keep in mind when the AP blackout dates are because that will greatly impact how busy Disneyland can be. For example, the evenings during the week of Dec 13 will be really crowded because that's the last week over half of the AP holders have to enjoy the holiday decorations. Did that mistake last year and it was full of people (especially in the evenings). Not fun.
