Tell me what time in the afternoon/evening the shadows start

My son is as white as casper the friendly ghost. We're going in 3 weeks. We'd like to keep him out of the sun as much as possible. Our strategy is to go to the parks in the late afternoon after the heat/direct sun ends and stay until close.

Sunset is about 7:45PM but I know that way before sunset there will be long shadows over everything. Can you tell me what time the glaring overhead sun with no shade turns into the more angled sun where you can find shade pretty easily?

We want to make this a no-sunburn trip.
 
Its just about 7:00 pm right now and I'd say the sun has hit that point and a bit more. In 3 weeks you could be safe about 6:00.
