tea party in white hall

I really want to have a tea party in the white hall room or some place smaller like that. Does any one know what the food and beverage minimum is for an event like that. Also is there a minimum amount of people? I will not have very many girls to come like only 15. I know I can have it is the tea room at the GF but I really want to be able to decorate and i may get a mad hatter cake.
