If you are talking about the luggage tags for the Magical Express (which are yellow and bar coded/looking somewhat like the white destination tags the airlines use), you need to call Disney and give them your flight info and such to sign up for the Magical Express. The tags will come approxiamately two weeks before your trip.
If you are talking about the cute luggage tags that either have tinker bell or the castle on them, then I believe that you only receive them as a special promotion for booking a package.

Can anyone tell me if you can order the luggage tags, or if you have to have a WDW package to get them? I would really like them for our next trip and we are staying in disney, but not with a package. Any help is appreciated!!! Thanks!!!
