You may or may not be asked for an ID, so it might be a good idea to have one. You do not need your annual pass except for when you actually buy the TIW.
Having an AP has nothing to do with using a DDE card. You may be confusing this with being able to buy the DDE card because you have an AP, but otherwise there is no connection.
As far as use goes, Disney may ask for ID. In our experience that happens about once in 20 times.
You need your AP to buy the TiW card, but not to use it. Other people (FL residents) are able to purchase it also without being AP holders. You are supposed to have a photo ID to use it, butin the 3 or 4 years we've had the discount card, I've been asked maybe 4 times out of hundreds of uses.
Similar to us--except we've NEVER been asked to show ID when using the TIW card. And that's been the last 7-8 trips.

We have been asked to show ID when not using a credit card or room key. Once I was using the key -- which has DH's name -- and they had to get a manager to approve the use. Ebaugh is not exactly a common name, but she was only doing her job.
Personally, I appreciate it when they ask for ID when we check in using the FL or passholder discount or the TiW card.
I have used WID several times and was never asked to show ID and we always use cash as we set a strict food budget, but when I was on the phone last with disney they said that the AP and ID was required at every transaction using TIW.
This is our third year using a card and have never been asked to show id of any kind.
We usually pay cash or use Disney Reward Card.
DS even used his credit card once to pay......all was fine.
(I always have ID and AP with me anyway....they are always with me, we may be in a park or wanting to go to one)
