Tables in Wonderland at counter service restaurants?

Unless I'm reading things wrong, I see on the WDW site that there are some counter service restaurants that honor the Tables in Wonderland card. Does anyone know if the 18% gratuity is applied to counter service restaurants when using the Tables in Wonderland card? Thanks!

Restaurantaurs (I'm a lousy speller) in DinoLand at Animal Kingdom takes the TIW card and does not charge a gratutity.

The value resort also take the TIW card. Basically it offers quick service discounts in places where you can't get table service ones.

Any counter service or quick service that takes TiW does not have a gratuity added. It is added only at table service.
