Is there any way to determine when surge pricing might be in effect for Uber/Lyft? We arrive at MCO at 1pm on a Wednesday in September and will depart around 1pm the following Monday. Just trying to get a reasonable estimate of costs for the budget.

No. There's little to no way to predict when demand will exceed drivers
I'd say I've never seen it midday unless it was at the time a sporting event got out.
That's not an issue at Disney

Get on the app multiple days at the time you want to use it, see if you ever see Surge in effect.
Even if you do, bet in a few minutes it goes away. You always have the choice to wait it out

To me, it seems like anytime you want a ride to/from an airport, surge pricing automatically kicks in. They know you want a ride, often desparately. I dont know if this always works, but one strategy is to refresh the app 10/15 minutes later. I've tried it before, and more times than not, fares slide as you keep refreshing.

Try 'booking' a trip from MCO to resorts at about the time of day for the next few weeks.
May be a little time consuming but you will get a history of what it is .

The whole point of surge pricing is that it's when demand outstrips supply (meaning more people want a ride than there are drivers to give them rides). You can guess that surge pricing might go into effect during popular times (rush hour, park opening/closing, etc.) and when there's weather. But outside of that, it's hard to know when a surge might occur.

As others said, 1pm on a weekday is not likely to be a surge time, but there's no way to know for sure for sure.

As has been said, 1 PM should not be surge price time. If you don’t like the price, just take a regular cab.

1 pm would only be surge if weather caused a bunch of delays such that an unusually large number of planes landed around the same time and drove up demand

Surge pricing can vary widely based on time. If you don't like the price, wait a few minutes and retry. I have seen pricing go from $125 to $25 in ten minutes. I have also seen it go the opposite direction. Disney is bad but Vegas is the worst, when one of those stadiums let out, forget it.
