My personal theory, worth what you paid for it, is that the next big volcanic eruption (earthquake, whatever...) is going to be somewhere that nobody saw coming. You don't know where, you can't prepare for it, all we can do is react when the time comes.

Maybe. In first world countries the volcanos near large population centers are constantly monitored. They populace will have warning. Even 40+ years ago they knew Mt. Saint Helens was going to blow before it happened.

Reminds me a bit of those who build homes in areas prone to flooding and then act surprised when it actually floods. If you look out your window and can see an occasionally active volcano, probably not the best choice of a place to live.
