Is a non-character buffet concidered a table service credit, or a counter service credit? I'm almost 100% sure its table service, but I just want to double check!

Any buffet or family-style service (like 'Ohana, for example) that serves an all-you-care-to-eat meal will always be table service. Most character meals are set up as all-you-care-to-eat, but as you said, not all restaurants that serve food this way have characters. (Example: Biergarten. Buffet, no characters.)

Counter service credits are for places where you'd order like at any fast food restaurant or cafeteria.

Any restaurant where you are seated and have a waiter is a TS (even though all you order at any buffet is your beverage. A waiter still takes your dirty dishes away and keeps your glass filled). The only exception is the Pepper Market at CSR. There you are seated and a waiter takes your drink order, but it is considered a counter service. The waiter still expects a tip though. Beaches and Cream is just a hamburger/ice cream parlor, but is still a TS restaurant and counts as such on the DDP, because you have a waiter.
