Strategy for Rise of the Resistance and Flight of Passage for offsite guests

Some friends are staying offsite, but really, really want to do ROTR. They are willing to buy it, but understand that it will likely be sold out by onsite guests. What's the best strategy for riding with the smallest possible wait time? They may not be able to stay until park close due to the age of the kids.

Is Flight of Passage usually still available to purchase for offsite guests?

For Rise it would be the end of the day. By the time they get into galaxy's edge it will have a long wait due to early entry. Before close would be the best.
