Mickey's Birthdayland at the Magic Kingdom was designed to last only one year. It proved to be so popular it was carried over as Mickey's Starland for a couple years. It's now "semi-permanent" meaning that while all the utilities have been dug in place, there are no plans to replace the "temporary buildings" at any point (until they collapse I guess).They were not supposed to be permanent.
