So I have seen some pictures around with a character meeting with Steamboat Willie. I was wondering if he is only around once in awhile or where we could see him! I would LOVE so meet him! (if possible )

You mean Mickey from Steamboat Willie? Wasn't the title of the cartoon taken from the name of the boat? Or the captain?

I was unaware that there ever was a scheduled meet and greet for Mickey as Steamboat Willie, but he does (or did) pilot the big steamboat carrying all of the characters at the end of Fantasmic!

I took his pic on our trip last year.

The Willie picture you are seeing in some's signatures was taken at a press release party for Epic Mickey, it was not an open to the public meet and greet and if I'm not mistaken it was in NYC at the Times Square Disney store.

Yup he has four outfits there:

Normal, Steamboat Willie, Sorcerer's Apprentice, and Bandleader... we have managed to meet them all except Bandleader :\

I had a friend who went the week before I did in March of this year 2015. She saw Steamboat willie in Mickey's movie barn. So far it seems to be luck of the draw as to which Mickey you get but the rumor is there are four different mickeys and each group the take in gets a different Mickey. I'm going to test this theory in about a week

2. It sounds like you are talking about Disneyland in Anaheim, CA and not Walt Disney World in Orlando, FL (where this particular forum is focused).
