From a past thread they were unable to get the burger at Dinner but you can get it in the lounge. PlanDisney's response seemed to indicate it was up to the Chef, so very possible that they say no.
It is odd, but I agree with @Disneydawg74 its not about availability, since you can order it in the lounge. I think they are trying to elevate the dining experience. It's $8 less then the current least expensive item the 6-oz Top Sirloin Steak at $32. Its the most expensive thing on the Lounge menu. All costs; food, prep, staff, busing, etc I can understand this to some degree. Trying to recruiter and retain quality staff for this environment makes it all make even more sense.
On the other hand offering to accommodate might get 4 people eating at the more expensive venue with one ordering the burger, vs 4 people eating in the lounge.
Of course, that's a hypothetical and I understand their policy.
My son was able to order a burger at dinner last summer. However, when tried to have something left off the burger he was told he couldn’t do that, it was as is at dinner in the restaurant. He got the burger and just took off what he didn’t want on it.
