Staying at BLT on points, Can we invite a couple of friends to TOTWL?

Title says it all. I have some friends staying off property and we want to have some drinks around the world and end with fireworks at TOTWL. Is this allowed?

And suggestions on when we should get up there to snag a railing spot.

Based on the access rules, no.

Disney Vacation Club Members staying at any Disney-owned-and-operated hotel at Walt Disney World Resort (whether they booked with vacation points or cash) may enjoy access to one of the vacation kingdom's most exclusive spaces: Top of the World Lounge atop Bay Lake Tower at Disney's Contemporary Resort through December 29, 2015 (blockout dates apply, including but not limited to December 30, 2014, December 31, 2014, July 3, 2015 and July 4, 2015). Current operating hours are 6 p.m. to midnight.

This perk is available exclusively to Members and those in their traveling party who are staying on that Member's reservation. At least one Member in the traveling party must accompany the group and present his or her current MagicBand or Key to the World card with a Disney Vacation Club Membership notation in order to gain admission to the lounge and observation deck. If the Member's MagicBand or Key to the World card doesn't display a Membership notation, a Disney Vacation Club Member ID is also required to verify Membership.

Note that Members traveling from other Resorts must use Walt Disney World Transportation, as parking is unavailable to anyone not staying at Bay Lake Tower or Disney's Contemporary Resort. Upon arrival, Members must walk to the Bay Lake Tower main lobby entrance on the ground floor and check in at the Top of the World Lounge desk in the lobby.

This special Top of the World Lounge access is available on a first-come, first-served basis until the lounge reaches capacity. As the lounge is particularly popular during the Magic Kingdom fireworks, arriving as early as possible will give Members the best chance of gaining admission.
 
We took friends up with us last year, no one questioned it.
 
We were staying at SSR just a few weeks ago and headed to the TotW to catch Wishes one night. We showed our DVC card and then told the host in the lobby that we had friends who wanted to join us later (not DVC, not staying with us), left their family name and that was that. About a half hour later our friends arrived - there was no trouble getting into the lounge. So I'd say you're probably good to go in terms getting your friends up unless you get a stickler at the host's desk.

As for when to get a good rail spot, we wandered out during the castle show and even right before Wishes there was still lots of room left...

Given that the lounge has troubles to make money, I guess they don't enforce the rule if it's not needed. Maybe during very busy period there is a risk of being told no.
 
As a follow-on from this question, I know it says Disney owned and operated resorts so I'm guessing that, staying at the Swan, we wouldn't be eligible to visit, even though we are DVC members? Not a problem, if that's the case, we will just wait and go when we are at BWV a few days later.
 
We went up to the lounge a couple of times this week and when we checked in downstairs she had us scan our magic bands instead of showing our DVC cards.
 
They don't check everyone in your party. CM will just want to see your party leaders dvc member card and scan their magic band. They will just let the rest of your party follow along. Except maybe if you go on New Year's Eve ;)
