Not to beat a dead horse, but I don't understand why Disney has beach chairs and lounge chairs strewn all over the "sandy" beaches of the resorts. Any parent will know that if you grab some sun in a lounge chair on a sandy beach, your children are bound to head for the water. Wall it off, create a break wall, etc. Just dont make it an inviting place for people to hang out if you dont want them in the lake.

Sitting on the beach is not against the rules.

They have signage on each beach that states that guests should stay out of the water

You'd expect that parents would be able to enforce the "NO SWIMMING" rule stated on the sign.

If they can not enforce it, their kids shouldn't be on the beach.
