Just got the letter(about referrals) and re-read it. These are the list of states that do "ALLOW" referrals.

Alabama,Calif,Delaware,Florida,Goergia,Hawaii,Idah
o,Illinois,Iowa,Kansas,Louisianna,Maryland,Mass,Mi
ssissippi,Missouri,Nevada,
New Hampshire,New Jersey,New Mexico,New York,North Dakota,Ohio,Rhode Island,South Dakota and Wisconsin.

This is good as of 1-07-2003.
