Spice Road Table during Festival of the Arts

We'll be at WDW during Festival of the Arts in January. I wanted to try Spice Road Table, which normally is walk up only. I don't want the Broadway dining package. Will they still have walk up availability or is this restaurant completely taken over by the dining package?
 
You do not have to purchase the dining package in order to eat at the restaurant.
 
My daughter worked there in the College Program during that time last year and said that it was always pretty slow. I guess they only have so many tickets for the show package anyway and it wasn't enough to really fill up the place?
 
What would be included in the Spice Road Table Broadway concert dining package? The Broadway concert dining package says "An appetizer, entrée and dessert or one (1) full buffet (where applicable), along with a nonalcoholic beverage" but the Spice Road Table menu lists 11 small plates, and then several drinks...not sure how 11 small plates fits into that "appetizer, entree, dessert" paradigm.
 

For Candlelight Processional, it said the same thing. At Spice Road we got to choose two small plates each, a drink, and then they brought a shared dessert plate. The Sampler plate was excluded from what we could choose.
