special ticketed event & reservation at BOG

I tentatively have an 8:05AM dining at BOG breakfast on Tuesday, May 1st and just noticed that its listed as a Special Ticketed Event 7:45 AM to 9:00 AM"

so I googled it and saw that its a special cost with 3 rides open pre-park hours. Now since we have PPO dining are we allowed to ride those same 3 rides or is it only allowable to those who bought into the special event? I ask since the menu is so-so and not all of our party will eat there; so thinking they can do the rides in meantime.

No, you will not be allowed to ride anything until 9am. You can line up for rides beforehand, but only Early Morning Magic ticket holders can ride.

No, WDW doesn't let people into Early Morning Magic for free. EMM is $69 per adult and $59 per child. If BOG PPO guests could simply go for free, everyone would just make an ADR there, skip the reservation and not buy a ticket . . . If some in your party would rather do that than eat at BOG, they would need to buy a ticket. The event includes breakfast, so maybe do that instead of BOG?

Other options - you aren't required to order a full meal at BOG, so those who don't want to eat could order coffee, juice, etc. Or, just make the reservation for those who would like to eat there. The others can hang out on Main St. and watch the opening show, etc. and meet up with you later.

All of the above are correct. Your only advantage is to be in line at ride when the park opens as opposed to others who will be at ropes at front of castle ready to head to line.
