It does adversely affect it though. There are more people riding the buses to SSR then alloted buses. The number of buses needed are based on occupancy and you throw several hundred extra people in the mix then that means SSR guests are going to have longer wait times than other resorts.
So in reality SSR guests are punished for being close to DD.

Also, I understand why Disney doesn't like transportation FROM Downtown Disney to the theme parks because of people parking there... but why couldn't they provided transportations TO Downtown Disney from the Theme Parks.
It was definitely bad during F&W ..... I think I see it the most though at Animal Kingdom after the parade when the stampede heads towards the exits. Because the parade is at 3:45pm... afterwards, people are thinking DTD for dinner and hop on the SSR bus along with everyone staying at SSR... so therefore we have to wait...and wait...and wait..
