Your title is a bit wrong. The dates are May 29-June 30 and July 5-Aug 13. It's only for the values and it's only one QS meal pp/pn.

A discussion of it was started over on the 2016 Free Dining Watch thread, and another one over in the Strategies Forum, but it probably deserves its own place.

If you were going anyway and paying full price, it is a discount that wasn't there before. The room discount is probably less for most families than this one. And since Disney doesn't seem to be enforcing the "kid's must order from the kid's menu" statement for QS, it could be an even better discount for people with a couple of children. Use the credits for adult meals and pay OOP for kids' meals.
