Software Used??

I used to use, and recommend, Photoshop Elements. I've since upgraded to Photoshop CS4 when they had a 1/2 price upgrade offer for PSE users.

Photoshop is an excellent tool for creating web-ready graphics, however I would suggest using Illustrator (also an Adobe program) for print and apparel.

Illustrator, using vector paths to create layouts, enables you to scale your designs for any medium without sacrificing quality, as vector imagery can resize infinitely, whereas pixel graphics lose quality when sized up.

Hope this helps :)

CS4 is the suite in its entirety, encompassing both Photoshop and Illustrator, as well as other production applications.

Another great option for Windows users is Paint.NET, which is free and can handle most of the solutions Photoshop and/or Illustrator provide, without the 'advanced' options.

I'd highly suggest it.

This is true if you are creating your own graphics in Illustrator. But most of the DISigns rely on "found" images which are pixel graphics. In that case, you will do best using the largest graphics you can find so that you don't need to up size them.
