yes the new Pal Mickey's are on the shelves awaiting eager buyers. I saw the new Pal Mickey's everywhere last week.
There is a lanyard in the packaging to make carrying Mickey easier.
Price is $65.

One note of warning: all the prices on merchandise at WDW world has been increased since February by 6% to 10%, depending on the item.
