Incorrect. You can purchase a LL for any park if you have a park hopper.
Brooke mcdonald on instagram showed this. She is staying on site. at 7 am she paid for Rise at HS and FOP at AK for after 2pm and then she booked a genie plus for MK which is where she started her day.

We hopped to epcot yesterday, tapped in around 150, got a backup BG, and were called by 845pm. Its dependent on post 2pm availability for free BG. Honestly the ride was better than we expected and I am going to guess we will pay to ride again before we leave.

VQ was available for Remy today when the 2nd group opened until about 2:30. You can also buy a lightening lane.
