Snacking on the go at USO...Can you, do you when you walk? Can you, will you when you talk?

I know that WDW is very strict about the fact that you must be stationary and away from other people if you want to eat or drink outside of a sit-down restaurant and I was curious if USO employs the same strict standards as well? I assume they do but I can't remember if I've seen that in people's reviews so I figured I'd ask.
