Yes, in the US. Currently live in North Carolina, but have previously lived in New York and Florida.
I do realize that smoking has drastically decreased over the last two decades (I was a teen in the 90s), but I know quite a few family and friends who still smoke. I would also guess that I probably see at least one stranger smoking every time I leave my house, so I certainly would not consider it rare. Many businesses still have designated smoking areas for their employees, so it's pretty normal to see people smoking on their break.
