Shutters - why the policy to only give on last day on cruise?

We just got off of a cruise recently, and we wanted to purchase a few photos that were taken by the Disney photographers. We purchased the package of 10 digital (although for my question, it could be either).

The person there then refused to give me the USB stick (or photos). He said I had to come back the day of debarkation between 7 to 9. Keep in mind they HAD ALL THE PICTURES I WANTED. I was not waiting on any pictures to be added. I told him I really didn't want to wait in the long line of people on debarkation day, and he told me that "all that had been fixed and there was no line".

Well, of course there was and it made me late. But that's really not the point. the point is they are artificially making a line by refusing to give people anything until that day even when everything is already available.

there is no valid reason I can come up with in my mind why they shouldn't give you the merchandise if it's already available. Given that I am told it's often wrong, I can think of an invalid reason (so if you have a computer you can't verify it's right and get it corrected on the ship). I would HOPE that's not their reasoning.

So help me out here - any VALID reasons for this policy? Or just stupidity on the part of management? (really seems to me it was intended to apply to those purchasing all pictures so they had time to sort them all).
 
I think it may be because when you do get the USB, you have access to all of your pictures and can choose at that time (at home or whatever) which pictures you want. I still haven't loaded my USB from our November cruise, but when I selected my photos on the ship, I was told that even though I made selections, I would have access to ALL of the photos taken.
 
I assume it is for 2 reasons:
- they think you will buy a bigger package if you see an entire cruise's worth of photos than if you stopped in mid-week.
- the way they have the staff schedules set up, the photo staff all work the last night and it is more efficient to do them all at once.

Not defending it, as it seems dumb to me, but those are the reasons I can think of.
