I understand this line gets VERY long, but question is, where do they meet and how early should we get on line for them to hopefully avoid the bigger mad rush crowd? And do people start lining up when they get into the park for the party @ 4 or wait until closer to party time @ 7?? TIA
 
They have been back by the turrets as you enter New Fantasyland and folks will be lining up early. Rare character meets folks get in line starting between 4 and 5 pm.

Please correct me if I'm wrong (and I certainly could be), but I believe you can make FP+ for between 4pm-7pm with a party ticket. That's my plan for MNSSHP and 7DMT is on that list. Possibly MVMCP is different.

The OP is talking about the 7 Dwarves meet and Greet, not the 7DMT ride.

Yes, you are to be able to make FP+ from 4-7 on a MNSSHP or MVMCP. I did it last year for the Halloween Party and will do it this year for the Xmas Party.

It varies. Last year Jack Skellington was coming out shortly after 6 PM. We were first in line there and had time to get our BTMRR FP in (which expired at 6:35) before we got in the dwarves line. They came out around 7 I believe, but took several breaks before we got to them. I would guess it took us at least an hour in line there, and it was cold that night.

We got in that line around 5 and he was out around 7:15 pm. We were heading up Main Street by 8 pm.
 
Oops- somehow, I lost half of my post above! I was going to go on to say that we did not go to MVMCP last year, but we went to MNSSHP. Based on that, I would say to be in line for them by about 5:30. We got in line for Jack and Sally around that time as they were our priority. We weren't too far back, but at 5:45 people started flooding their line and it got really long really fast. Jack and Sally started coming out at 6:00 p.m. last year which was great. We got done very quickly and decided we would go check the dwarves line, and if it wasn't horribly long we would get in it and see them too. We weren't there too long after 6:00 p.m. and it was absolutely huge already. I would say once they came out at 7, that line would have already been a wait of at least an hour, and probably more like an hour and a half or more. You don't want to spend valuable party time standing in line for hours! Better to spend pre party time in line, so you can enjoy all the special party characters and activities!
 
We got in line about 8:30ish and waited about 45 minutes last year at the first Christmas party of the year.
