We are travelling in may for the first timer we have a 14 day Disney pass and would like to go to either of the above (budget and time will not allow both of above).

Obviously almost 2 year old is very limited with rides, I thought the seaworld shows and the zoo at busch gardens would be great for him and the shows and rides for my elder son. I personally would love universal (big harry potter, transformers and marvel fan) but its all about the kids (2 year old wont appreciate marvel etc or sit through 4D movies). 10 year old would love everything.

Will we regret not visiting one or the other?

Sea world is really affordable ( we paid 140/120 for two days with all you can dine at both parks) and really family friendly. It was easy to relax with all the shows. I'm not sure when you are going but they are redoing sesame street area I think it will be open this summer. And this is the last season for the shamu shows. My 11 year old loves there coaster "manta". I really think your young one would love all the animals including the pets show with the cats and dogs.

Universal is really cool but can be really tiring there is a lot of walking required and not as much to do for the little one, the kid areas are separate from the area that the rest of your party will enjoy. If you are going back to orlando this park is only going to get better in the next few years with the addition of more harry potter and mario land. I'm sure no matter what you pick it will be a great day. Have lots of fun.
You can also check out the orlando go pass for other ideas

We have not done Universal because although my older kids would love the Harry Potter area, I have heard from many people that my 3 year old would not be able to do much or we would have to split up to take her to the rides for smaller kids. We have done and really enjoyed SeaWorld. It was a more laid back park with less crowds and a nice mixture of animals to look at (for the little one) and roller coasters (for the big one). We did Busch Gardens but it was not memorable. Youngest just wanted to play on the playground type area. The older ones liked some of the coasters but none of us feel the need to go back.
All that being said, 14 days at Disney might be enough for you. You might be better off using your non-Disney park days to just hang out at the pool and catching up on rest.

Thank you very much, as we are travelling from the UK this is probably going to be our one and only trip to Disney (major expense!) so trying to get the best balance for everyone. I am leaning towards seaworld for this.

The new sesame street area let's you walk through just like the show... plus 6 new kid rides
And if you are a coaster fan they have 3 of the top 10 coasters in the area.
Best deal in all you you can dine.

We met some travelers from the uk at Harry Potter we were laughing cause he said "I'm not impressed it looked like home"

Universal is amazing, but Sea World has more for your 2yo and has rollercoasters for your 10yo if they like that. Personally I would just do 1 day at Sea World and possibly do something like Crayola experience.

its a tough choice both sound so good, I'm a bit of a wimp now, but used to love the fast roller costers, my 10 year old loves them.
