I keep reading about scooters being able to be broken down in less that ten seconds (apple) to put in cabs or cars. Is this something I can do before we board a Disney bus to the park? I was just looking at saving time and carrying it on the bus for my mom.

I hate to hold people up.

You don't break the ecv down to board a WDW bus. You can just drive it onto the bus.
 
We weren't familiar with the scooters we rented at WDW, and while riding them onto the bus wasn't a big deal, parking them on the bus was a challenge -- like parallel parking during driver's ed class. They have to be positioned correctly so they can be belted/chained in place. The bus drivers often (usually) had to help out. So, if you're able to take a scooter apart quicker than the driver can help with the parking, it might be worth a try. But you may need to secure the pieces to the floor. Let us know how it works out for you.
 
Some ECVs can be broken down in under a minute, but unless experienced and with standard ECVs I would say more like three or five minutes.

And breaking down is so you can get it into the trunk of a car. The lightest ECVs weigh about 100 pounds including batteries, the more standard ones weigh in excess of 150 pounds.

To try to get a broken-down ECV on a bus needs at least three people, one for the seat, one for the battery pack, and one for the main section (and that is for a small travel ECV). A standard ECV breaks down into five or six pieces.
 

Drive-on would be much quicker than breaking it down and then finding a way to secure the pieces. And don't worry about holding up people. Disney transport is what it is. If you need time to board, so be it. We travel with three wheelchairs for our kids and don't worry too much about others. We're on vacation just like they are. Of course, we try to be considerate and board as quickly as practical, but it's not always possible. And remember you will be first on and last off. Some people might grumble, but that's their problem. Most are quite understanding. Enjoy your trip.

You can park the scooter on the bus for someone else if you can do a better job of it. Also, you can put the scooter in manual overdrive and some have found it easier to push the scooter into the correct space for the bus.

I have never seen anyone attempt to do what you are suggesting, here.

There is a very special travel scooter that weighs like 35 pounds which some people can carry. It has a titanium battery and it's a very simple, basic scooter. It doesn't have a key system and you cannot go in reverse with it. It's like a strped down model. Anyway, no one rents these scooters that I know of. This scooter is like a fold and carry scooter.
