The clipart you have...it's from the internet yes? Like it's already on your computer?
If yes:
You can add words/titles onto your clipart in MS Word.
In Word: click on insert (from drop down top menu) then find your clipart (click on picture and then from file)
then add a text box (insert from top menu, text box)
right click on the text box and click on format text box...in the color drop down menu click on no fill) then type your text or title into the text box and move it on top of your clipart wherever you want it to go. You can also change color and font .

For the tags, what I would do is type out the words/titles you want in MS Word, print it out (not in best quality, so you don't waste too much ink) and then adhere your tag to the page ( I usually use scotch or masking tape but gently on the top part that goes through the printer first) then run that through your printer again this time at a better quality.
This takes a lot of practice to get it right sometimes. You have to kinda fiddle with it and make it work for you and your printer.
