Disney has made the following official announcement:
Note this does mean that you have to purchase some sort of actual meal item (hamburger, chicken, salad, etc.) and not just a beverage or dessert-type item. But the discount is on the entire purchase.
• We are continuously looking for ways to enhance the guest dining experience. From April 17 through 23, 2011 guests can redeem a voucher for 25% off their bill (excluding alcohol) with the purchase of any entrée at select quick-service locations before 11:30 a.m. or between 3 and 4:30 p.m.
• We are providing guests the opportunity to redeem this voucher to alleviate wait times during peak dining periods.
• In order for guests to receive the discount, they must redeem a voucher. Vouchers are available at the following locations:
1. The Times Guide (including Resort Times Guide for on-site guests)
2. Online: http://disneyparks.disney.go.com/blog/
3. The bottom of select merchandise receipts
4. The bottom of select resort quick-service receipts
• Participating Quick-Service Locations: Vouchers can be redeemed before 11:30 a.m. or between 3 and 4:30 p.m. at the following locations:

FREQUENTLY ASKED QUESTIONS:
Q. Can guests participating in the Disney Dining Plan utilize the 25% discount voucher?
A. Disney Dining Plan guests are more than welcome to use the 25% discount voucher. However, the 25% discount cannot be used with Disney Dining Plan entitlements.
Q. Is this offer combinable with discounts of passholders, cast members, Disney Rewards Visa Card Members, etc. or other offers such as the Restricted Access coupons?
A. No. While passholders, cast members, Disney Rewards Visa Card Members, etc. may use this voucher, this discount cannot be combined with any other offer or promotion.
Q. Why can’t the 25% discount voucher be used at table-service and outdoor vending locations?
A. The 25% discount voucher can only be redeemed at the participating locations listed on the voucher. We are providing guests the opportunity to redeem this voucher to alleviate wait times during peak periods.
Q. We were not made aware of this promotion and we dined at a participating location during the valid times. Are we able to get our discount after the fact?
A. Refunds cannot be provided; however, guests are invited to redeem the voucher for an upcoming meal at a participating location during the valid dates and times.
Q. Is there a limit to how many vouchers we can use in one day?
A. No, guests may redeem these vouchers for as many meals as they wish at participating locations during the valid dates and times.
