Like for the musical version of the Lion King, there are fixed minimum percentages of actors/singers from Africa in the cast to guarantee the right sound of the songs.

There are over 6.500 languages in the world ;-) I guess most are not taught in K12 schools.
Europe has 24 official languages.

Do you mean, if a character in a movie/tvshow/cartoon is from a certain country, the actor should be from that country as well?
I think it's preferred, but not always necessary. Depends on the script, the character etc.
