I haven't heard anything about it, but I guess you never know. When the Winnie The Pooh ride opened they had a soft opening a few days before the official opening date.
Are you going to be there shortly before the 27th? We were in the parks back in mid-July of 2021. About 3 days before Jungle Cruise was scheduled for reopening after the long refurb we noticed that boats were running and we could hear the tour guides. Closer look and it appeared to be park visitors on the boats and not cast members or empty boats. Hmm... The app said the ride was still closed, and the physical sign at the entrance also said closed. But yet boats were running and we saw a few people walk into the entrance. So we figured what-the-heck and went in. Thought for sure we'd get kicked out - like maybe it was some invite only event or something. But we got right on and were able to ride the unscheduled / unannounced early open.
So if I was in the parks not many days before I'd swing by and keep an eye on it. Could get lucky!
There is a chance, but it's not likely. If it does happen, it will be very limited because Toontown will still be closed so you can't just wander into the land. More likely they will have CM previews and then just the Grand Opening.

No idea, but I will say that this was the surprise hit on our trip last week to WDW. So glad this is coming to DL. It’s a really fun ride with a great sense of humor.
They did a big annual pass preview for Galaxy's Edge in 2019. I don't think there is a perceived or possibly even real need to court Magic Key holders in the current Disney corporate climate. I also think the timing of opening this ride is not entirely coincidental with Universal's new offering, and I'm guessing Disney may be a bit too pressed for time to offer much in the way of guest previews before their targeted Disney 100 launch.
AP previews were not an issue in the past. In most cases you had to select your days in advance and that was it. Disney just found out that they could make people pay for the preview instead of getting it for free. Not sure if Railway will do the same. Easy win if Iger makes the MK previews free.

Area is too small. They are only doing a few hundred an hour, likely with no cameras/phones, sort of like the SW:GE previews. (Can't remember if we had to give up our phones for Rise...).
But maybe a preview for the opening for ToonTown can happen.
I am half expecting a closing party for Splash, sort of like ToT.
