I read the rule, I just don't understand. I have been a member 13 years and thankfully not affected by it. Can someone explain it please. Does it only affect those who trade out?

You cannot use your points to book a Disney Collection (excluding Disneyland Hotel or Tokyo Disney Resort), Concierge Collection or Adventurer Collection stay if you are within 4 months of the end of your UY. That doesn’t mean that you cannot use your points for a reservation that falls in those last 4 months. You just cannot make a reservation at any of those locations today if today’s date is inside of the last 4 months of your UY.
 
To clarify, you can't make a non-DVC reservation within the last four months of your use year, if the stay will also occur during the last four months of your use year. Rule does not apply to RCI trades or resorts mentioned by Marionette
