Does a King suite with seperate living and bedrooms include concierge service?? I was trying to book on the Universal website and that was an option, but it did not say if it was concierge or not. The cost with tax was $909 for 2 nights, so I would hope that it did include it.

All guests are entitled to concierge service in the main lobby, but if you're talking club concierge, then no. The suites at the Loews hotels are spread out throughout the hotel and are not confined to one floor/area. You can have club added to your reservation, but they will charge you extra, and your room may not be conveniently located to the lounge. I know, I think it sux too!
 
We booked a king suite last June (but at a rate of $240/night - GA resident rate). I have seen them for around $300 or so without a discount, so you may want to keep checking to see if the rate goes down. It did not include the club level, but yes, we utilized the concierge in the lobby.

Personally I would never spend $454 a night for an king suite at Royal Pacific. For that price you can book 2 standard rooms have more space and 2 bathrooms!

I agree with that! You can get adjoining rooms, one with king and the other with doubles. There's really not a whole lot extra in the king suite except for the t.v. w/speakers, and extra closet, and the pull-out couch. If it's just 2 of you, regular rooms w/king beds are available. If you've got more than 2 people, I'd definitely opt for the adjoining rooms for the extra bathroom. I also agree that the price you were given seems awfully high.
