Rope Drop Without Early Entry

What would your rope drop plan be at each park assuming you are staring from an hour behind resort guests? I'm not a Universal expert and I've never done it without EE. I have a friend going tomorrow and I know it is going to be insanely busy. What should I tell them to focus on? They are most likely going to try and hop between parks and they only have one day.
 
If it's only at one of the parks, I would say start at the other one to rope drop with everyone else, get to the gates 30 mins early to be closer to the front of the line...and sometimes they let people in a few mins early.
Although sometimes people go to the Early hours and switch parks as soon as they can, by the Hogwarts Express.
Either way, it's going to be crowded, being Spring Break time...best of luck to them, hope they have a great time! I'd rather be in a crowded theme park than home any day!
 
Then I would say for them to make a list of the things they must do, then a list of "like to do" and make a plan accordingly. Also, I hear good things about the app that shows wait times (not sure what it's called...I'm not a cell phone person, sorry)
 

Because it is spring break time, I would be at the gate one hour prior to opening

The closer to the ticket gate, the better
