Anyone staying at a Disney owned resort can take advantage of 180 + 10 whether they have a package or room only.

If you're asking about your Dec 2013 trip, unfortunately SOG is not owned by Disney so you will have to make your reservations one day at a time 180 days before the day you want to eat at a particular restaurant. Other resorts that don't qualify are Swan & Dolphin, Bonnet Creek and the hotels at Hotel Plaza across the street from DTD.

What about for Disney Cruise Line guests? Can we count 180 + 10 if you are on the cruise? that would sure be nice. In other words, we do Cruise first then DW.

No, your arrival day would be your hotel check in day, if I understood your question. The cruise is not related.

Yes. All that is required is a reservation at a Disney resort. It is not required that you book a package or a dining plan. Shades of Green is not a Disney resort, so it doesn't count. Disney Cruise Line doesn't count, it's for resort stays only.
