Room Inventory Differs on Canada vs US site

Hi,

I lived outside Canada and US, and was accidentally taken to the Canadian site. (I'm not sure how that happened :confused3. Although most of the time, I was taken to the EU site which I don't live there either.). But I was surprised of the amount of rooms available in POR and POFQ for the dates I want to stay.

When I realized my mistake and checked on the US site. It shows 0 availability of rooms on both POR and POFQ. After stalking WDW site for a month, I realized that Disney does hold some of the room inventory and occasionally open 1 or 2 rooms for booking.

Anybody realized this is happening?

Also, using their Enchanting Room offers on the CA site, there are rooms that are pretty cheap. Since it does not say on the T&C that I need to live in CA to book, do you think I would be able to book those rooms? Anybody has experienced this before?
 
Am in USA but was curious about the Canada site. There is a popup that clearly states your credit card needs to have a Canadian billing address to use those offers and proof of Canadian residency to check-in. So you can't randomly search for those offers in you don't live there.

A Canada billing address is required when providing credit card information during checkout. In addition, proof of Canada residency is required at Resort check-in.

Yup.

No.

Anybody has experienced this before?

Not personally but others here have tried and hit a roadblock when it comes to paying deposit.
