It could be after the 2nd opportunity, which is now at 1:00 (since sometime in November).

Yes, to try for a BG at 1:00 you must have a park pass for DHS that day, and you must have entered DHS before 1:00 as well.

I couldn’t tell from what you’ve written here, but you do know that you get a boarding group number, not a return time? Your number could be called pretty quickly (if it’s a low number) or it could take a while depending on how well the line moves, you‘re just kinda ‘on call’ until your group is called. I think if you really want to ride RotR and you want to park hop away from DHS, you need to plan to be flexible.
