Rider Swap and ride strategy question

We are planning a trip in June and will have a very petite 5 year old in our group. She will not be able to ride a few of the rides. What is the current policy at Disney World for rider swap? Also, what rides do you recommend going to first from rope drop in each park? Thanks!

is she too short or a not wanting to ride child as that will make a difference
 

She will be too short.
as stated above do not think rider swap has changed. group approaches ride CM ask swap and group one rides while group 2 waits with too little one. when group one gets back group 2 will ride based on what CM tells them as usually a different line. little one will not be able to wait in line with whole group
