I'm sure this has been asked before but can residents outside of SOCAL buy the restricted AP? Do you need proof of residency to buy and or use it?

If you mean the Socal or Socal select AP's, I'm sure you need proof of residency. I have one, but since I downgraded from a deluxe to a Socal, my address was already on file.

By proof of residency, they want to actually see a letter with an envelope that has been mailed to your address, such as a bill. You must present it at time of purchase.

If by "restricted" you mean APs with blockout days then I just want to clarify that there are 2 SoCal APs that you need proof of residency for but there are also 2 APs available to non-SoCal residents. The Premium has no blockout days and the Deluxe has some but it has less than the 2 SoCall APs. If you go to Disney's website you can see the blockout days for the different APs and also the prices.

You need proof of residency for the So Cal AP's, you must show them a bill with your name and a So Cal ZIP Code or your valide CA driver's license. The Deluxe AP does not have restrictions so you do not need proof of residency.

I bought my AP with my moms credit card and used her so cal address. No questions asked.

That was in '05.
In '06 I got a new AP had just moved here 24 hrs. before using the pass. Did not ask for ID or address. If they did ask for ID I told them I had just moved to LA and the address on the bill was my new So Cal address and I had an NY drivers license.
