Do people staying onsite get priority at restaurants?

I believe that is an option, however, depending on when you visit you will most likely not need it. We were just there this past week and were able to eat when and where we wanted with no waiting at all. This included the popular places like mythos, cowfish, margaritaville, etc. It's nothing like Disney where you have to plan dining 6 months in advance.

The Universal website says that on-site guests get "Priority seating at select restaurants throughout both theme parks and enjoy first available seating at select Universal Orlando and CityWalk restaurants.". I haven't used it myself but I believe you just show your room card when you check in and you will get expedited seating if there is a wait.
