Yep, EMH are PAAAAACKED! from my experience. It isn't so much a case of non Disney resort guests just staying in the park. They don't do wrist bands anymore but they do now check resort ID for each guest for each attraction. They do this before you enter the line for the ride. That means that if there is a 2 hour queue at the beginning of EMH, it will take almost that amount of time before it is even worth using your privileges to enter the queue. We found it quietens off in the last hour or so, but by that time you need to have picked an area in the park, stay with it and just nail as many rides as you can to make it worthwhile. I honestly think it has less to do with how many people are using the EMH privileges as how many people have formed a "backlog" from before EMH started. We do find MK often the only park worth using evening EMH, but that is because Easter has always been our time to visit and park hours are extended. This means that with EMH runnng from 12 - 3 am, by around 1.30 am, most people have had enough of the crowds and pace for the day and headed home. Also, although they don't advertise it, MK had morning EMH from 7 -8 this year every day for 2 weeks, thus extending the workable hours in that park on those days. This year will be our first "off peak" trip in October and I haven't planned to use them this time as I expect with the shorter hours, people will still be bright eyed and bushy tailed by the start of EMH.
