Ressie for FL Resident ?

I have a friend who is going to Disney with her daughter and grandson in Sept. Her daughter and grandson lives in Fl. so she is able to get the Fl resident discount.
Can my friend call and make the reservation and just have the daughter verify the Fl residency upon check in?
My friend is paying with her credit card. So I wasn't sure if the daughter would actually need to make the ressie or if my friend could as long as she put it in her daughters name. HOw should she handle this.

Have the reservation made in the daughter's name. When your friend goes to make the payment, she will be able to use her own credit card.

The FL Resident ID will then match the reservation name.
