Resort/Tickets for Family of 5

A friend of mine is thinking of going to Disney again. Last time they had 2 little boys--now they have 3. They looked into hotels and found that the only moderate for a family of 5 is PO (they probably want to stay at a value resort, but I didn't press the issue). My question is this--Their youngest just turned 2 years old, and will still be when they go. The three boys would be able to share one bed. Can they book anywhere, and say they only have 4, or does Disney not allow this. Also, am I right, a 2 year old would not have to pay for a ticket, so if they did do a package it would only affect the 2 adults, and the 2 older children. The oldest child is in 1st grade and the 2nd is 2 years younger than that.

The 2-year-old does not "count" for room occupancy -- they can stay at a value resort. They also do not have to buy a ticket for the 2-year-old, and he can eat free at buffets (including character meals). If budget is an issue, though, they probably should not do a package.
 
No problem for the All Stars - It's 4 plus "an infant in a crib." We've done this. I know it sounds funny, but by Disney's definitions a "child" is aged 3 - 9 and and "infant" is under 3. It's is also correct about no pass needed and eating free at pre-plated and buffet meals, including character meals! Whenever they need to order specific meals, they will pay if they order an actual kid's meal for the 2 year old, but the family style, pre-plated, and buffet meals are free!

We stayed last time at the All Stars as a family of 5 -- the kids were 4, 2, and 10 months. Next trip is also booked for the All Stars with the kids being 6, 4, and 2. Can't wait!!
