Are non resort guests allowed to enter other resorts without a resort or dining reservation? We wanted to visit and take pics. We used to be allowed and then they got strict around covid so I'm not sure if they have loosened the restrictions. We would arrive by uber (not Disney transportation)

Uber/Lyft maybe allowed, maybe not. Thus the recommendation to use WDW transportation options. Some resorts are quite strict about vehicles entering -- and require a reservation or ADR. Those are particularly the resorts nearest to theme parks (the monorail resorts, EPCOT area resorts). Once the vehicle enters there is no way to ensure it only drops off without parking. Other resorts without as easy access to parks may not be as strict.

Thanks, we were hoping to go to Contemporary before MK bc we always take a pic on the Mickey ears in the back. Do you think they would allow it?

Very probably no. CR is probably the strictest resort. Ride Share vehicles are definitely turned away unless the passenger has a resort or restaurant reservation. You can take a ride share to the TTC & monorail to CR from there. Or ferry or monorail to MK & walk to CR.

This gets into “any given security guard at any given Disney moment” territory where people can legitimately have different experiences, but directionally speaking, CR (and the other monorail resorts) are among the toughest of the bunch so I would be prepared for them to turn you away if you try. The driver would then need to drop you off at the TTC and you’d have to take the monorail.
 
I'm pretty sure they would welcome you with open arms, especially if you are patronizing one of their dining or drinking establishments, at the Contemporary, Chef Mickeys is easy/casual, everything else tends to be high end. Once you are there, you should be able to hop on the monorail, from there you could visit the polynesian, try to get into Trader Sam's Grog Grotto, if not...the tiki bar outside of the main building is equal or better in some ways.
 
As others have said if by Disney transportation yes.
If by Uber/Lyft they generally want you to at least have a dining reservation.
That means you can't even say oh we plan to eat at a QS or do a walk up ADR.

As for going to CR... go to the TTC and then either take the resort monorail loop or take the express to MK and then the resort loop to CR or just walk to CR.

In fact you could use this method of parking at being dropped off a park and then using Disney transportation to visit any of the resorts or being dropped at Disney Srings and then going to any resort.
Sure its not direct but its an option.

Where are you coming from and want to stop off at CR? Are you planning to visit the CR first thing in the morning?

That's the big issue at the CR. Since Ride sharing started quite a large number of MK guests wanted to be dropped off at the CR. This caused a massive backlog with every one being dropped off at the CR. Once CR stopped allowing these Drop offs, the Ride Shares tried to drop off along the street which created a major safety issue.

Yes we wanted to go very early to get our pic then walk over to MK. I took the pic every trip as a child and have done the same with my kids so was hoping to be able to do it but timing wouldn’t work unless it’s before MK. We don’t have any non park days bc of flight times and have only one day at MK so plan to be there well before park opening.

I’m not sure what the ride sharing is? But we weren’t going to do that or stay to eat.

You can still take normal means of transportation to MK and walk over the CR courtyard for pictures with the Iconic Mickey Ears. If traveling by car, you would park at the TTC and take the resort Monorail around the the CR.

The Resort Monorail normally runs from 7am until 1 hour after regular hours park closing at the Magic Kingdom as a minimum or longer hours as posted.

Don't try to take the Express Monorail since it only goes directly to the MK and does not start running until about 30-60 minutes before MK opens.

You cannot visit Fort wilderness for the week of Halloween and the weeks around Christmas. Doesn’t matter if you arrive by boat, car, bus, uber, or pogo stick.

Thank you for pointing it out. Have never visited on the actual week of Halloween or Christmas.
 
I don’t see this mentioned much and it might not be applicable here but I think a Minnie van can drop you off at any resort without hassle. We haven’t had a problem. I don’t think they even get stopped by the guard since they work for Disney.
How do I get a Minnie van?
