I seem to recall there being places to eat near some food kiosks, usually shaded or otherwise more desirable, and they off limits to the general public. Did I imagine that? If not what's the price of admission?

You did not imagine them. (Although the shade may have been a figment of your imagination!)

They started this a couple of years ago. It's called the "Premium Package" and you buy it for a week starting on Monday and ending on Thursday as I recall. For that you get the special areas with "runners" who go to the booths near the areas and bring back your food (You still have to pay) The private seating was open from 11 to 7 or 8 pm. And it costs around $200 per person (there were some other goodies, a bottle of wine etc....) For me since they didn't give you the reserved seating during the busy weekend period I never saw the value

Of course, considering the Christmas and Halloween Party price increases I expect this to cost a lot more then $200 this year :)

I found this on the Disney Food Blog. I also remember that booking the demonstrations and desert parties was a NIGHTMARE last year! Lots of posts on the restaurant board about that fiasco!

Epcot Food and Wine Premium Package
Please note: Details on this package are still emerging, and we expect to have more information very soon. In the meantime, be sure to call (407) WDW-FEST for further details and inquiries.

The Epcot Food and Wine Festival Premium has indeed returned for 2015. There seem to be a couple of changes from last year, however. For 2015, here’s what we’ve confirmed that the package contains so far:

  • Packages are available Monday through Thursday of each full week of the Festival.
  • Each Premium Package includes access to eleven designated shaded Premium Package Areas throughout Epcot, offering concierge service (i.e. Cast Members will go purchase your booth items for you and bring them back to you in the Premium area) from 12:00 noon to 8 pm.
  • Each Premium Package will also include one Amenity Bag (to be picked up at the Festival Center) including a bottle of 20th Anniversary Celebratory Wine, a wine glass, and one Festival-themed MagicBand.
  • The Premium Package will include 4 Entitlement Tags for use at the Premium Package Areas running concierge service for the Festival Booths. This means you’ll get 4 booth menu items for free as part of your package. (Usually the free options don’t include super expensive stuff like Dom Perignon.)
  • Premium Packages will include a ticket to your choice of either a Culinary Demonstration (during the 5 PM slot) OR a Beverage Seminar (during the 2 PM slot) during the week of participation.
  • Premium Packages also provide entry to the IllumiNations Sparkling Dessert Party.
When: Monday through Thursday of each full week of the Festival
Where: Epcot
Pricing: $199, per person, plus tax. Epcot admission required.

It was the Food and Wine Festival premium package, $199 per person.

We did this last year. We loved it! It was the reserved areas from 12-8 M-Th, they get your food and bring it to you, the service was amazing. Also included a bottle of wine, LE pin, LE magic band, wine glass, a food or beverage seminar, and Illuminations Sparkling Dessert Party. Here's our review of it below and if you want to see us experience it go to this playlist and watch Day 5 through Day 8 (we spent most of those days at the Premium Package areas). https://www.youtube.com/playlist?list=PLX-M6xaJhefx5FikUJO1z6FSTKQosHKH5
